第一章 总则

Chapter I General Provisions

第一条 为了合法、规范地做好来华留学生学业证书管理工作，依据《学校招收和培养国际学生管理办法》（中华人民共和国教育部、中华人民共和国外交部、中华人民共和国公安部令第 42 号）、《来华留学生高等教育质量规范（试行）》教外〔2018〕50号文件及《川北医学院来华留学生学籍管理实施细则（修订）》（川北医发〔2022〕121号），特制定本办法。

Article 1 In order to manage the academic certificate of international students legally and standardized, these measures are formulated in accordance with the Management for University Recruiting and Training of International Students (Order no. 42 of the Ministry of Education of the People’s Republic of China, Ministry of Foreign Affairs of the People’s Republic of China, The Ministry of Public Security of the People’s Republic of China), the Quality Standards of Higher Education for Foreign Students in China (Trail) (Jiao Wai[2018] No.50) and the Rules of Study Management for International Students of North Sichuan Medical College（Revised version）(NSMC2022-121).

第二条 本规定所称来华留学生（以下称留学生），是指根据《中华人民共和国国籍法》不具有中国国籍且在川北医学院（以下称学校）接受教育的外国学生。

Article 2 The international students (hereinafter referred to as students) as mentioned in this regulations refers to the students who do not have Chinese nationality in accordance the Nationality Law of the People's Republic of China and receives education at the North Sichuan Medical College (hereinafter referred to as college).

第三条 本规定所称学业证书包括：学历证书（毕业证书、结业证书）（中英文版）；学位证书（学士学位证书、硕士学位证书）（中英文版）；肄业证书（中英文版）等。

Article 3 The academic certificate mentioned in the regulations include: formal schooling certificate (graduation certificate and completion certificate) (in Chinese and English); degree certificate (bachelor's degree certificate and master's degree certificate) (in Chinese and English); and incompletion certificate (in Chinese and English).

第四条 学业证书一经发放，其内容以及相应的电子注册信息不得变更。

Article 4 Once the academic certificate is issued, its content and the corresponding electronic registration information shall not be changed.

第二章 学业证书的取得

Chapter II Acquisition of Academic Certificate

第五条 经学校正式录取并取得学籍的留学生，方可具有获得学业证书的资格。

Article 5 Students who have been officially admitted to the college and have obtained the student register shall be qualified to obtain academic certificate.

第六条 留学生在学校规定学习年限内，修完教育教学计划规定内容，成绩合格，达到学校毕业要求的，学校应准予毕业，并在学生离校前按规定颁发毕业证书。

Article 6 If students have completed the contents of the educational program, pass all subjects examinations and meet the requirements for graduation within the stipulated study period, the college shall approve their graduation and issue them with graduation certificate according to the regulations before they leave the college.

第七条 学位证书的取得要求具体参照《川北医学院来华留学生学士学位授予工作实施办法》（川北医发〔2021〕159号）。

Article 7 The requirements for obtaining degree certificate shall be referred to the "Implementation Measures for the Conferment of Bachelor's Degree on International Students of North Sichuan Medical College" (NSMC2021-159).

第八条 留学生在学校规定学习年限内，修完教育教学计划规定内容，但未达到学校毕业要求的，学校可以准予结业，并在学生离校前按规定发给结业证书。

Article 8 If the students have completed the contents of the educational program within the study period stipulated by the college but fail to meet the requirements for graduation, the college may grant them the completion of the program and issue the completion certificate to them according to the regulations before they leave the college.

第九条 学历证书和学位证书遗失或者损坏，不得补办。经学生本人申请，学校核实后出具相应的证明书。证明书与原证书具有同等效力。

Article 9 The formal schooling and degree certificates shall not be remade if they are lost or damaged. The college can issue corresponding certificate after verifying the application submitted by the students themselves. The corresponding certificate have the same effect as the original certificate.

第十条 留学生学满一年及以上退学的，学校颁发肄业证书；肄业证书遗失或损毁的，学校核实后开具学习证明。

Article 10 If student withdraw from the college after one year of study or more, the college shall issue a certificate of incompletion; if the certificate of incompletion is lost or damaged, the college shall issue a study certificate after verification.

第三章 学业证书的审核

Chapter III Review of Academic Certificate

第十一条 国际教育交流学院根据学籍学历管理相关要求，严格按照招生时确定的学习形式以及学校招生录取后，经核实的个人信息，填写、颁发学历证书、学位证书及其他学业证书，并依法规范做好毕业生学业证书内容准确性、真实性审核。

Article 11 School of International Education and Cooperation fills out and issues formal schooling certificate, degree certificate and other academic certificates in accordance with the requirements related to the management of academic records and qualifications. And also in strict accordance with the forms of study determined at the time of enrollment as well as the personal information verified after the enrollment and admission to the school, examine the content of the graduates' academic certificates in accordance with the norms of law in terms of their accuracy and authenticity.

第十二条 严禁向违反国家和省有关招生规定取得入学资格的留学生和不具备毕业资格的留学生颁发学业证书。

Article 12 It is strictly prohibited to issue academic certificates to international students who have obtained the enrollment qualification in violation of the relevant national and provincial enrollment regulations, or to international students who is not qualified for graduation.

第十三条 学校需将毕业生资格审核数据报省教育厅备案后，方可进行学业证书电子注册。毕业生学历证书电子注册信息须与报省教育厅备案信息、学历证书内容保持一致。

Article 13 The college is required to report the qualification verification data of graduates to the Provincial Department of Education for the record before the online registration of academic certificates. The online registration information of graduates' academic certificates shall be consistent with the information reported to the Provincial Department of Education and the content of the academic certificates.

第四章 学业证书的样式

Chapter IV Format of Academic Certificate

第十四条 学历证书内容主要包括：姓名、性别、国籍、出生日期、照片、学习起止年月、专业、层次、学制、毕（结/肄）业、学习形式、学校名称、校（院）长姓名、证书编号及发证日期等。学历证书应当同时加盖川北医学院公章、川北医学院院长签章、川北医学院钢印三种印鉴方为有效。

Article 14 The contents of formal schooling certificates mainly include: name, gender, nationality, date of birth, photo, year of study the students study in China to the time of graduation, major, degree, duration of study, graduation (completion/incompletion), study form, name of the college, name of the Principal of the college, certificate No. and the date of issuance, etc. The certificate shall be valid only with the following all three types of seals: the official seal of North Sichuan Medical College, the signature of the Principal of North Sichuan Medical College, and the steel seal of North Sichuan Medical College.

第十五条 学位证书内容主要包括：姓名、性别、国籍、出生日期、照片、专业、层次、学位类别、学校名称、证书编号及发证日期等。学位证书应当同时加盖川北医学院院长签章、川北医学院钢印两种印鉴方为有效。

Article 15 The contents of the degree certificate mainly include: name, gender, nationality, date of birth, photo, major, degree level, type of degree, name of college, certificate number and date of issuance, etc. The degree certificate shall be valid only if it is stamped with the seal of the Principle of North Sichuan Medical College and the steel seal of North Sichuan Medical College at the same time.

第十六条 学业证书采用全国通用格式。

Article 16 The academic certificates adopt the national common format.

第十七条 学历证明书除学历证书规定的内容外，还需注明原证书编号。

    Article 17 In addition to the contents stipulated in the academic degree certificate, the certificate of academic qualifications shall also indicate the original certificate number.

第五章 学业证书的制发与撤销

Chapter V Issuance and Revocation of Academic Certificate

第十八条 根据人才培养方案要求，学生达到毕业条件的，由国际教育交流学院审核通过后方可制作学历证书，学位证书由国际教育交流学院根据院系教授委员会和学校学位评定委员会的决议制作。

Article 18 According to the requirements of the educational program, if the students meet the graduation requirements, School of International Education and Cooperation shall examine and approve before producing academic certificates, and the degree certificates shall be produced by School of International Education and Cooperation in accordance with the resolution of the professor committee of the department and the Degree Appraisal Committee of the college.

第十九条 所有学业证书必须经校长审批后方可加盖公章。

Article 19 All academic certificates must be approved by the Principal before they are stamped with the official seal.

第二十条 学业证书由国际教育交流学院教务科统一发放。

Article 20 Academic certificates shall be issued by Teaching Affairs Office of School of International Education and Cooperation.

第二十一条 对违反国家招生规定取得入学资格或者学籍的，己发证书，学校将依法予以撤销。对作弊、剽切、抄袭等学术不端行为或其他不正当手段获得学历证书、学位证书的，学校将依法子以撤销。撤销的学历证书、学位证书已注册的，学校将子以注销并报教育行政部门宣布无效。

对于学位证书的撤销，由学校根据学校学位评定委员会的决议予以公告，宣布学位证书作废，并对证书予以注销报教育行政部门宣布证书无效。

Article 21 The college will revoke the certificates issued to those who violate the national enrollment regulations to obtain the enrollment qualification or school registration according to the law. The college will revoke the academic certificates and degree certificates obtained by cheating, plagiarism, copying and other academic misbehavior or other improper means in accordance with the law. If the revoked academic certificates or degrees have been registered, the college will cancel them and report them to the administrative department of education to declare them invalid.

For the revocation of degree certificates, the college shall announce it according to the resolution of the degree evaluation committee of the college, declare the degree certificates invalid, and cancel the certificates and report them to the administrative department of education to declare the certificates invalid.

第六章 附 则

Chapter VI Subsidiary Rules

第二十二条 本规定所指英文版学业证书仅供参考。

Article 22 The English version of the academic certificates referred to in the present regulations is for reference only.

第二十三条 本办法英文版内容仅供参考，中英文版内容因翻译发生冲突时，以中文版为主。

Article 23 The English version of these regulations is for reference only. In case of any conflict between the English and Chinese versions, the Chinese version shall prevail.

第二十四条 本规定自颁发之日起施行。

Article 24 These regulations shall come into force on the date of issuance.

第二十五条 本规定由川北医学院国际教育交流学院负责解释。

Article 25 School of International Education and Cooperation of North Sichuan Medical College shall be responsible for the interpretation of these regulations.
